I think that this is normal since the shift lever has passed through D, 4 and 3 and therefore disengages. To engage VTM, try at a complete stop, shift to 1 or 2 and then hit the VTM button. It should remain engaged until 18 mph and then it will turn off and will not automatically turn back on.

I just had mine done for just under $40 but only because they misquoted me when I made the service appointment. Should have been around $70 w/o coupons.
