If you don't hear that sound then the problem most likely has to do with the fuel pump. You already appear to know what the next steps are to take if you don't hear the pump run.Try putting the START fuse back in, and taking the ALT-S fuse out and repeat the measurements. With start fuse out, no longer getting the 9 volts on solenoid out. it is zero. Put starter fuse back, it becomes 9 volts on solenoid out. Yes the CPS if it totally fails or becomes disconnected it will not tell the fuel pump to send fuel. The RAV4.1 fuel pump is only engaged when the engine is turning over.
