So maybe it is problem with the FFXIV_ACT_plugin and windows 11. Or maybe I'm just doing something wrong but I have installed a couple of times before and never had an issue. It worked just fine last night before heading to bed. I've uninstalled and reinstalled ACT. I've deleted and readded my firewall stuff (inbound and outbound) - even disabled the firewall completely to test if that would help. When I run the 'test game' in the ACT settings I get no issues; however, it appears that ACT is not showing the log in ...Check your firewall settings, most computers file VPNs under public networks so your public network firewall settings are most likely different than your normal private ones. I run a vpn (pia) and my act works fine. Open your ACT after activating your VPN. Also, what everybody already said.

The only important file for how the layout would look like is the resorces/icons folder, and the miniparse.html. Make sure that you are using the right miniparse.html.
