Losing Scav karma for something actually expensive and/or important is good deal. I'm almost 6 rep on Fence and I don't even remember the last time I shot my weapon as Scav as I don't even usually see anybody during my Scav runs. I have no reason to use my weapon at all and stash runs pays off very well on woods for example.

If you don't have a backpack just go to Oli or Goshan entrances/cash register area, there are usually multiple killed scavs to grab a backpack and then go loot.
