Rogue for sure. If you're starting at 11, you only have a 1 level delay to get Stumbling Feint, which is a great feat for Rogues (or Swashbucklers). Stumbling Stance is also amazing, being a 1d8 finesse attack that can be used while wearing armor, and provides a +1 to feint as well. If you start as a monk, you aren't really sneak attacking.
