I suspect each of them only drops with specific criteria, but what that is I am not sure. I mostly do strongholds in hard/challenging.

If you have at least 1-blue (2 with Memento), use Intimidate. Intimidate is far superior and easier to maintain but you need to have at least 2 blues to consistently proc it since Memento’s Bonus Armor scales with blue cores. If you have more than 3 blue bring intimidate but if you have less bring obliterate.
