The HDD being external is bottlenecking your asset load times to USB speed. If you have it on an internal SSD, this will improve your experience immensely. It is kind of a requirement to run games on SSD in 2023. It is not a hard requirement yet, but if you don't want issues like this you have no other choice really.

Slow download speed for BG3 is primarily due to overloaded Steam servers. Changing your download region in Steam settings might help speed things up. Patience is crucial as there is no quick fix to this issue.
