My litter robot is not cycling.

The thing keeps cycling every 10-15 minutes. The light turns & stays blue (all clear) for ~15 mins after a cycle completes, before the litter robot "detects" a cat again and the light goes red. I've tried cleaning the IR sensors up front, but that didn't help. Also our cat's weight is 14lbs even though litter robot says only 4 lbs.
