Recently I am into the new enclave flamer and started to arrange one since last week. After a lot of server hops, i finally got one flamer mod and rolled a Q50c15v version. It is insanely powerful, but due to my low health build, I died a lot. To use this gun I even changed to 50% bloodied to buy some time to use the stimpack.As far as the enclave plasma flamer, generally the same as the others, AA, bloodied, vampires, etc. quad is useless. I have a 2* AA/ap regen on kill and it slaughters everything. I would probably keep rolling for a vampires (I have a 2 plasma flamers) but I’m keeping the AA for sure.

The Enclave flamer drops with a fixed configuration with few mods available for it. Basically, the mods includes scopes and flamer barrels. There is a prime plan for the receiver, but that's it for plans. So, you basically need the Enclave Plasma Rifle to drop with a Reflex sight and that is the most sought after version.

It likely is not an Enclave version if it has a pulse capacitor on it. If it is a regular plasma gun simply change the pulse capacitor to anything else to make it a flamer again.
