I think you have to run all the lost sectors before it unlocks. there is 5 in that zone i think. Yes! You have to discover all lost sectors! Thank you! Haven't had this happen in other areas. As long as I completed the lost sector itself or 3-4 on an area the legendary one is still playable. It's weird this is the only exception.
