That should force a different setup flow, which will hopefully work. Once in, you can clear your Guardian history, which tends to help with various issues.

UPDATE 2: after extensive testing and complaining to oculus about their support. The issue seems to be plug ins since last update. And and systems which don't use guardian. So anything plugged into the quest 2 can cause it to go into a locked pass through mode. The temp solution is a system wipe.

Had the same problem not too long ago. First, make sure the NVIDIA overlay is disabled. Second, disable "game mode" in your windows settings if it's currently on. Next, run the oculus diagnostics debugging tool each time you use your oculus (just do a quick google/youtube search on how to do this). Worked like a charm for me. No more stutters! 1.
