Right now I have the Kuva Chakurr for my on-call crew mate which has been really good for Acolytes and Kuva Thrall. On my other crew mates I have the Tenet Cycron and the Tenet Flux rifle, but they were not killing boarding parties as fast as I would have preferred. The Rage Meter is supposed to dictate the likelihood of a Lich showing up in a mission. While there is always a small % chance a Lich will appear, the closer to 0% on the Rage Meter, the less likely an appearance is supposed to be. And conversely, the closer to 100% full the Rage Meter is, the higher the chance a Lich will make an appearance.
