The description reads as follows: "At overlook's edge, the garden grows onward". If you've spent some time in the Dreaming City, you might recognize the place it points to. It's the Garden of Esila, a place in the far south of the map. Once you get there, drink a Tincture of Queensfoil in order to get the Ascendant buff.

Go to the white orb where the relic sword spawned and when you get near it it'll open the portal. Haul ass to the exit portal but be careful. Some of the rocks you jump on disappear also there are the big rocks flying through the air that can knock you off. Just jump from rock to rock and use the sword to speed you up.
